Energy wasted by poorly installed installation

This is caused by insulation missing or being poorly installed.
This homeowner is the second owner of the home and understandably upset about the comfort level and utility cost in his home. I am beginning to wonder if home inspections will have to begin to include more testing. Would buyers of existing homes be willing to spend 2-3 times as much as a standard inspection? I know this homeowner wishes he had.
